| 摘 要： | 在农村征地的过程中,存在着“内部人控制”和部分政府行为失范。通过加强对土地征用过程的监督,严格规范政府征地行为,并通过理顺委托——代理关系、健全政绩考核制度和加强农村基层组织建设,能有效地避免农村征地过程中的“内部人控制”现象和政府行为失范的发生。
