| 摘 要： | 中国大陆保税区目前已经发展到向自由贸易区转型的关键阶段。大陆保税区与台湾出口加工区的转型存有某些共性:缺乏资本、资源、技术等要素而拥有廉价劳动力;以加工业为主导产业并处于制造业中心转移历史机遇中;在发展后期面临劳动力成本上涨、竞争加剧、产业空洞化问题;功能开发向多元化方向发展等。台湾出口加工区的成功转型对大陆保税区功能转型具有借鉴意义。

| Abstract: | Free Tax Zone in mainland has developed to the key stage to transform to Free Trade Zone. Mainland Free Trade Zone has some common with Taiwan Export Processing Zone: lacking in capital, resources, technique while with cheap labor force; processing industry as the leading industry while facing opportunity of transforming to manufacturing industry center; in the later period facing problems as rising of labor force cost, fiercer competition, industry emptiness; diversification of function development. Therefore, the success of the "transformation" of Taiwan Export Processing Zone is significant to Free Trade Zone in mainland. |
