| 摘 要： | 许多高校学报编辑认为三审制是“编辑初审、专家复审、主编终审”，而从高校学报专家审稿的产生原因及编辑部与专家的相互关系，以及三审制的责任分级和高校学报专家审稿的内容和方式来看，高校学报的专家审稿不是三审制中独立的一级审稿，不能代替复审，但它又是必不可少的，是学报学术质量的保证。

| Abstract: | Quite a few editors of university journals believe that triple-reading system consists of editor's initial reading, specialist re-reading and editor-in-chief's final reading. However, seen from the causes of specialist reading, the relationship between editorial department and specialist, and reading contents and responsibility sharing of triple-reading system, this paper points out that specialist reading can not replace re-reading, nor is it an independent reading, but it is indispensable and secures the academic quality of journals. |
