摘    要:城市土地储备是经营城市与城市土地的核心环节,城市土地储备所需的巨额资金决定了土地储备融资在城市土地储备制度顺利实施中的举足轻重地位。而欠发达地区的经济实力薄弱、政府财政创收能力低、外资利用率低的状况又使得其融资能力极低。对此,笔者通过分析和借鉴国内外成功经验,探讨了欠发达地区如何加快城市土地储备机构的制度创新,以及构建包括直接融资、间接融资、土地开发信托、土地权益置换、建立城市土地银行等多元化的土地储备融资方式。

Abstract:Urban land reserve is the core sector of administration of urban and urban land. A huge amount capital land reserve needs decides its financing will play a important role in successful implement of land reserve system. However, shin of economy strength, low of government financing and foreign founds have made the financing power of undeveloped region worse. Therefore, by analyzing and drawing on the internal and external experiences, the author studies the system innovation of organization of land reserve and the construction of diversity of financing method of land reserve including direct financing, indirect financing, trust of land exploiting, replacement of land rights, setting up land bank and so on.
