| Abstract: | Enrollment problems exist in Higher Technical and Vocational colleges in our country.Some vocational colleges have difficulty in student resource and low quality of new comers,the differences of the quality of students exist in vocational colleges too.These problems are caused by historic,realistic,educational factors such as traditional culture.the social structure and unbalancement of integrants. |
