| Abstract: | This paper presents the objective necessity of reestablishing the individual labour property under the condition of market economy.It points out that when the new concept is formed,the improved quality of human resources,the two way selecting of human resources allocation and the encouragement and employment of useful persons by means of human resources management will provide reliable basis for personnel administration,education department and individual labourers who conduct the devolopment of human resources and the investment decision of human resources capital accumulation. |
