| 摘 要： | 教师是素质教育的关键，教师实施素质教育的能力如何关系到素质教育能否真正落实。提升南阳市中小学教师素质教育实施能力是一个系统工程，应着重做好以下几个方面的工作：引导教师正确理解和认识素质教育；增强使命感，切实转变教育质量观、人才观、育人观；建立和完善创新机制；积极探讨适应素质教育的教学方法；以考试制度的改革为突破口，建立相应的用人制度和教育评估机制。

| Abstract: | Teaching staff are the most important factor in implementing the quality education, the teachers' a-bility to implement the quality education determines the effect of quality education. The thesis discusses that it is a system project to improve the middle school teachers and the primary school teachers' ability in implementing the quality education, the following is the requirement we should take; guiding the teachers to step out of the long - standing mistaken ideas, correctly understanding, recognizing the quality education; strengthening the sense of misson to carry out the quality education; feasibly changing the sense of teaching quality, talent and cultivation; building up and perfecting the creation system, enhancing the creation ability and level; actively probing into the teaching method applied to quality education; building up the corresponding personnel system and education as-session system. |
