| 摘 要： | 我国淡水资源严重短缺,水源性缺水和水质性缺水并存。杭嘉湖平原经济高度发展,经济建设和保护环境之间矛盾凸显。吐鲁番盆地不合理改变水资源转换规律,带来严重后果。对水资源的开发利用要重新审视,重新规划,进行可行性研究和不可行性研究,构建人和自然和谐的节水社会。

| Abstract: | China is seriously deficient in fresh water resources,both in sources and for quality.The economy of Hangjiahu Plain is developing rapidly,but the contradictions between economy development and enviranment protest ane becoming more and more serious.The transformation law of water resources of Tulufan Basin is changed irrationally,what leads to very bad results. It is necessary to restudy and redesign the exploitation of water resources to construct a water-saving society in which human being and the nature get on harmoniously with each other. |
