| 摘 要： | 党的十六届三中、四中全会明确提出了科学发展观和构建社会主义和谐社会的理念。在高等教育领域，我们同样要树立科学的教育发展观，它对于推进我国高等教育改革与发展具有重要指导意义。要实现高等教育的和谐发展，笔者认为必须处理好四个问题：教育的规模、成本与质量问题，教学与科研的关系问题，学术腐败问题，教育资源分配不公的问题。解决好上述问题，高等教育的改革才能在现有基础上实现和谐，获得飞跃。

| Abstract: | The 3rd and 4th Plenary Session of the 16th CPC Congress clearly proposed the scientific development concept and the construction of a harmonious socialist society. A scientific concept of education development should be advocated for higher education because it is extremely instructional to promote the reform and development of higher education in our country. However, there are still some issues regarding to the development of higher education. To make its development harmonious, the author suggests that the four problems should be given satisfactory answers. Only on this context will the reform of higher education be harmonious and obtain a great strive. |
