| 摘 要： | 本文研究了美国、澳大利亚、德国、加拿大等联邦制国家、苏联及单一制国家,如日本、英国、法国、韩国等国以及我国的图书馆体制。在对各国体制分析比较的基础上,提出了我国图书馆体制改革建议,认为:健全制度法律体系是根本,它可以保障事权责任的清晰、信息权利的平等和监督、管理的高效。
