| 摘 要： | 文章从宏观的角度论述了现阶段中国高等教育办学方针和管理中存在的不和谐因素，这些问题表现为：高等教育的作用与地位、大学校长的职能与定位、大学的职能与办学方针、培养目标与模式、办学理念与管理理念、办学宗旨与政府对大学的政策指引、办学目标与管理水平、行政权力与学术权力、高等教育大来化与人才需求层次性、高考选拔人才目的性与考试内容的非科学性等，并针对这些不和谐的因素提出了解决对策。

| Abstract: | This article discusses ten aspects of the disharmony in Chinese present higher educational administration from a macro perspective and gives suggestions on how to solve the problems, which are the position and role of higher education, the function and positioning of the university president, the function and guiding principle of a university, the object and mode of cultivation, university-running philosophy and the idea of administration, the principle held by a university and the guide of policy from the government to a university, university-running object and level of administration, administrative power and academic power, popularization of higher education and the various demands of talents, the motivation to select talents and the unscientific content of the college entrance examination. |
