| 摘 要： | 风险投资是支持创业者创造中小企业和创新者转化高技术成果的发动机。我国《中小企业促进法》的政策实施将极大助益我国风险投资事业的发展。笔者认为有六大要素在很大程度上决定和影响着风险投资的进程，它们分属于二个不同的层面即基本要素层：资金、技术、人才；组织要素层：制度、环境和通道(退出)。本文针对我国风险投资的现状和问题，提出了我国发展风险投资的战略对策。

| Abstract: | Venture capital is a powerful engine which helps entrepreneurs create SB (small business) and innovators incubate hi-tech achievements. The implementation of Small Business Promotion Law will greatly benefit venture capital development in China. The author believes that venture capital process is to great extent decided and influenced by six factors which are divided into two layers-the basic factors layer and the structural factors layer. The former contains capital, technology and talents while the latter includes constitution, environment and channel. Strategic measures are put forward here to propel venture capital development against its reality and problems. |
