| 摘 要： | 坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展.是党的十六届三中全会进一步明确提出的科学发展观.也是本届政府的重要发展思路和施政纲领.本文从科学发展观的三个方面的内容谈其内在联系.坚持以人为本促进人的全面发展是对马克思主义人本主义哲学的继承和发展,也是科学发展观的出发点和落脚点.五个统筹协调发展是在当今特殊发展机遇期促进人的全面发展的战略内涵.三个文明相互促进共同发展是人的全面发展的制度保障和智力条件.
