| 摘 要： | 天然林禁采禁伐一方面极大地促进了生态环境的改善,另一方面也使居住在高半山的农村居民面临生活所需燃料极度匮乏的困境。岷江水能资源丰富,加之国家实施的农村电网改造,居住在岷江上游干旱河谷地带的农村居民因地制宜,寻找对策,可以实现以电代柴,解决生产生活中的困难,从而有力地推动长江上游绿色生态屏障的建立。
