淮南市与日本北九州市环保治理的对比分析

摘    要:北九州市是日本著名的资源型能源重工业城市,20世纪60年代煤炭资源枯竭后成功地转型发展,成为日本四大工业基地之一。同时北九州克服了极为严重的产业污染问题.成功实现了“灰色城市”向“绿色城市”转变,因而于1990年被联合国环境规划署评为日本第一个全球500佳城市。淮南作为中国十三个亿吨煤生产、华东火电、安徽煤化工基地的重工业城市,在“立足煤、延伸煤、不唯煤、超越煤”的“四煤”发展战略指导下,在产业转型发展的同时,环境保护工作也取得显著成绩,2011年荣获联合国环境规划署“中国区环境规划示范城市优秀案例”奖和“中国节能减排二十佳城市”称号。通过对北九州市环境保护经验的介绍和淮南环境治理成绩的分析,思考如何更好地统筹协调好经济发展与环境保护。

Abstract:Kitakyushu is a famous Japanese coal-mining supported city. With coal resources depletion after 1960s, the successful industrial restruction resulted in Kitakyushu as one of the four Japanese heavy industrial bases. In the meantime, having solved serious industrial pollution problems, Kitakyushu became a world environment model city.Huainan as the East China largest coal production, electric power, and coal chemical industry city, is in the injustment of industrial structure, its remarkable achievements on environmental protection led to its winning "Eenvironmental Planning Demonstration City" awarded by UNEP in 2011.Through the comparative study on environmental protection experiences between 'Kitakyushu and Huainan, some suggestions will be given that how to coordinate economic development and environmental protection.
