| 摘 要： | 自改革开放进入更深层次的发展阶段以来，农民大规模外出务工已成为一种重要的社会现象，它制约了我省新农村建设，抽空了现代化农业建设的主体力量，并造成了一系列的社会问题。对此，我们应当尽快作出政策性的调整，鼓励外出务工农民回归，培养能承担和完成新农村建设的一代新型农民。

| Abstract: | Along with the further development of China's opening to outside world and reforming,farmers in Sichuan have being immigrated at a large scale to make a living by doing jobs in cities all over China.Such a social phenomenon has caused a series of social problems and become a hindrance for the construction of new countryside in Sichuan,because there does be lack of labors in the countryside for the modernization of agriculture.The author of this article has proposed that related polices be adjusted to encourage migrant workers to go back home to shoulder the responsibility for the construction of new countryside. |
