| 摘 要： | 本文论述了自然资源可持续开发利用系统的基本内涵，系统的组成要素即自然资源、开发利用、人口、环境、经济等子系统，系统的整体性、综合性、层次性、区域性、动态性等特点。提出了构建自然资源可持续开发利用系统的整体协调运转、资源开发伦理等指导思想与原则，系统的区域开发布局与战略部署等总体设想。针对性地提出了提高人口素质，协调人口与资源关系，优化人力资源与自然资源组合；开源节流并重，建立资源节约型国民经济体系；开发与保护并重，建立以合理利用自然资源为核心的环保体系；加大科技投入，增加自然资源开发的科技含量；建立自然资源开发利用从宏观到微观的统一管理机制，完善配套管理的政策、法规体系等系统优化对策。

| Abstract: | The paper discusses the basic connotations of the sustainable exploitation and utilization system of natural resources, component elements of the system i.e., subsystems including natural resources, exploitation and utilization, population, environment and economy as well as characteristics of the system in terms of integrity, comprehensiveness, levelness, regionality and dynamics. The guiding principles on overall coordinated operation and theory on resources exploitation concerning system establishment on sustainable exploitation and utilization of natural resources along with overall idea on allocation of regional development and strategic planning of the system are proposed. The following suggestions are raised: 1) to improve population quality, coordinate relationship between population and resources, and optimize combination of human resources with natural resources; 2) to tap new sources of supply and reduce consumption and set up resources economized national economic system; 3) to lay equal stress on exploitation and protection and establish environmental protection system centered around rational utilization of natural resources; 4) to increase input in science and technology, and put more emphasis on natural resources exploitation by means of science and technology; and 5) to establish an unified management organization ranging from macroscopic to microscopic in natural resources exploitation and utilization, and perfect policy and legal system concerning management. |
