摘    要:论述了科技人才是科学技术进步和经济社会发展最重要的资源。人才个体行为理性和利益目标的不一致是引发人才流动的根本原因。运用博弈论的原理和模型,从机制设计理论和留住人才的有效激励条件方面,对人才流动和留住人才的形成机理进行深层分析,为留住人才提供合理的建议。

Abstract:Talent of science and technology is a great asset in the improvement of science and technology, and in the development of social economy . The difference between individual behaviors rationality and benefits target is the basic reason that causes talent flow.From mechanism design theory and the effective incentive conditions of keeping talents ,this paper makes use of the principle and model of game theory to analyze the mechanism of talent flow and keep talents and to provide the reasonable suggestion about keep talents.
