| 摘 要： | 近年来，携巨额公款外逃，到国外办理“投资移民”者有之，挪用公款赌博、用公款炒股谋取个人私利者有之，捞取巨额回扣者有之，凡此种种，不胜枚举。剖析这些经济犯罪案例，原因是多方面的，但企业货币资金内部控制制度不健全、不完善、执行不到位、管理和监督弱化，是其中的一个重要原因。

| Abstract: | Multi-party cooperation and political consultation system is Chinese basic political system,decided by historical conditions and reality, reflect the socialist democracy.Chinese multi-party cooperation and political consultation system experiences the bred ,development and improvement.In new era this system leads to the mature,but there is still a need for improvement, manifested in the democratic supervision, we need to further democratic supervi- sion procedures, standardized and institutionalized. |
