| 摘 要： | 现代社会，各种危机事故频发。基层政府作为公共危机管理的主角，在公共危机预警管理过程中具有重要的作用，是全部政府应急管理的基础。对待突发性事件应坚持以人为本、执政为民、全面履行政府职能的原则，及时采取科学的预警措施，并采取有效方法将危机控制在最小范围内，尽量克服危机给人们生产和生活带来的不利影响，保证基层政权的公信力，为党的执政能力建设打牢坚实的基层基础。

| Abstract: | In modern society, crisis and accidents of various kinds pop up frequently. As the main undertaker of public crisis management, grassroots governments play an important role during the process of public crisis-alert management. And they are the base of all governments on alert management. We should adhere to the principle of ＂human-centered and for the people＂ so as to fully implement the government functions when we deal with accidents. We also should take scientific crisis-alert actions immediately, and control the crisis in the smallest scale, thus reduce the bad effects that crisis may bring to people＇ s production and life, so as to ensure the credibility of grassroots governments and lay solid foundation for the Party＇ s governing capability. |
