| 摘 要： | 陕西民办高等教育发展进入一个新的阶段,面临新的发展机遇和挑战。以《教育规划纲要》精神为指导,从构筑公办高等教育与民办高等教育共同发展格局;民办高等教育分类管理和指导;完善民办高等教育管理的法规制度;对民办高等教育的经费支持;民办高校的师资队伍建设;健全民办高校治理结构;提高教育教学质量和加强民办高等教育研究等8个方面对陕西民办高等教育改革和发展进行了初步研究。提出应当从陕西经济社会的需要和陕西高等教育发展的全局出发,高瞻远瞩、审时度势,从战略的高度审视陕西民办高等教育的改革与发展。
