| 摘 要： | 《教育规划纲要》中立足改革创新,对民办高等教育的地位、作用、功能在《民办教育促进法》的框架下进行了细化和提升。认真学习并贯彻落实《教育规划纲要》精神是当前民办高等教育界的重要任务,是指引民办高等教育改革和发展的行动纲领。《教育规划纲要》坚持了对民办高等教育扶持与规范并举的原则,扩大了大力支持和依法管理的领域和力度,突出了两手都要抓,两手都要硬的政策取向。
