| Abstract: | Higher education in the Federal Republic is undergoing radical changes, which aim at modernizing and democratizing the university's structure, governance, and programs of study. The elaborate planning includes the participation of all Federal and Land government authorities, associations of university rectors, professors, assistants, and students, as well as of labor unions, professional organizations, and the public (at open hearings). The first draft of a Federal Framework Law was passed in July 1970; a revised second draft, submitted in December, will probably see final adoption by the Bundestag in early summer 1971. |
