| 摘 要： | 我国的社会保障制度,基于二元社会结构,主要分为两大体系,即城镇社会保障体系和农村社会保障体系,最低生活保障制度也相应地区分为城镇最低生活保障制度和农村最低生活保障制度。一种制度分属于两种体系,发展程度各不相同,农村最低生活保障制度在救助标准、覆盖面、制度的成熟度等方面较之城市最低生活保障制度还有一些差距。而要协调发展城乡社会救助事业,建立城乡一体化的最低生活保障制度,改革户籍制度是关键。

| Abstract: | The social security system in our country is based on dual social structure,which can be put into two categories: social security system in rural areas and the system in urban areas.The system of cost of living allowances also includes the system of cost of living allowances in rural areas and the system in urban areas.The one system is executed on two planes and adopted two standards accordingly.There is also gap between the systems in urban areas and rural areas in such areas as standards of assistance,coverage and the maturity of the system.In order to achieve balanced development of social assistance in both rural and urban areas and to establish a uniform social security system in rural and urban areas,the key is reformation of household registration system. |
