| 摘 要： | 科学的规划是大学发展的航标,能够引领大学健康、协调、快速、可持续发展。除了本身具有的指导性、合理性、可行性等一般特征外,科学的大学发展规划还有适切性、战略性、人本性、协调性等特定的内涵。认识、人员、程序是科学的大学发展规划形成的三大要素。

| Abstract: | Scientific planning is guidance for the development of universities,leading to healthy,harmonious,rapid and sustainable development.In addition to the general features of guidance,reasonableness and feasibility,scien-tific planning should also have its specific connotations of appropriateness,strategic feature,human-orientedness,harmoniousness,etc.Understanding,personnel and procedures constitute the three key elements in the formation of scientific planning. |
