食盐管制与可行的市场化改革

摘    要:食盐专营制度向垄断者留置了大量租金。回顾和评价各种主张食盐管制的理由,认为并不存在坚实的理论依据支持食盐专营;进一步提出了开放食盐市场的可行的改革方案,通过耗费少量公共财力的免税政策降低食盐的竞争性价格,从而弱化对劣质盐供应者的激励,可达到普及碘盐供应和食品安全的目的,这一安排提高了经济福利,也降低了改革的风险。

On the Regulation and Feasible Market-oriented Reform of Edible Salt

Abstract:The monopoly regulation of edible salt results in a great deal of monopoly rent. Several reasons why the edible salt industry should be regulated are reviewed and discussed, but the incontrovertible one doesn't exist to support its monopoly regulation. Furthermore, a feasible market-oriented reform project in this industry is raised. The project argues that, by a kind of tax-free policy which will decrease the price of edible salt, the incentive of edible salt counterfeiters can be cut down so as to guarantee food safety and supply sufficient quantities of qualified iodized salt. The arrangement can improve the eco- nomic welfare, and also decrease the reform risk.
