| 摘 要： | 对图书馆图书逾期处罚的定性一直存在争议,而适时地引入公务法人制度,对高校图书馆及其处罚行为进行重新界定,则能充分解释图书馆逾期处罚这一问题。作为公务法人的高校图书馆,法律法规对处罚权予以授权或者改变处罚方式则可以对此问题予以解决。
