| 摘 要： | 我国青少年体育技能培训市场存在问题:市场发展狂热,逐利性质明显;市场主体多元,组织性质混杂;规范性较差,收费、师资和考核标准缺乏;服务质量不高,存在安全隐患;监管主体不明确,多头治理的状况突出。问题的致因有:培训性质模糊;行业准入宽松;市场发展呈分散性特征;行业自律失序。建议:以体育场地设施为切入点建立登记注册体系;单项运动项目协会应该出台培训和考核标准;执法部门对体育技能培训机构的运行进行监管;全面实施市场准入负面清单制度;政府公益性体育技能培训发挥引领示范作用。

| Abstract: | Youth Sports Skills Training Market(YSSTM)has following problems:The YSSTM development is fanatical and the profit-seeking is obvious;The YSSTM entities are diversified and its organizational nature is mixed;The YSSTM has poor standardization,and there is a lack of fees,teachers and assessment standards;The quality of YSSTM is not high,there are hidden dangers.The supervision body of the YSSTM is not clear,and the situation of long governance is noticeable.The causes for the problems are as follows:a lack of clear understanding of the nature of YSSTM,easy access to YSSTM,the decentralized characteristics of the development of the YSSTM,and YSSTM self-discipline disorder.In view of the above problems,the following countermeasures are put forward:establishing registration system with sports venue facilities as the entry point;Individual sports and project associations should introduce training and evaluation standards;The law enforcement authorities supervise the operation of sports skills training institutions;Full implementation of the system of negative market access lists;The training of public welfare sports skills of the government plays a leading and exemplary role. |
