| 摘 要： | 本文披露了基金项目申请中利用公关和攻关的不良手段获取不应有的项目资助的现象,对这些不良行为给以了批评。这一现象不但在基金申请中有蔓延的趋势,而且已经波及成果评定、博士点申请以及开放实验室的评估等领域。尽管目前还只是少数人的行为,但这种不正之风对学术环境的腐蚀和恶劣影响是相当严重的。本文还对如何杜绝这种现象的发生提出了建议。

| Abstract: | This review criticizes the unhealthy trends in project obtaining and proposal by ill instrumentality named as "public relation" and "key- problem-tackling". The phenomenon not only in application of natural science fund, but also in other fields, such as harvest assesses, application of doctor station and evaluation of key laboratory and so on brought a harmful effect. Although only a minority get involved in the misconduct, the corruption to the scientific world would be considerably serious. The review also makes suggestions about how to put an end to the badness. |
