| 摘 要： | 高校科研管理机构与科研人员之间存在着信息不对称，且可从时间角度、内容角度和主体角度来进行不同的分析。不论是事前的信息不对称所导致的逆向选择，还是事后的信息不对称所引出的道德风险，在高校科研管理活动中客观存在。因此，应建立科研人员评价体系和高校科研激励机制，以此防范和控制两大类型的风险。

| Abstract: | Information asymmetry exists between scientific research management institutions and researchers in terms of time,contents and subjects.The paper attempts to present the moral and adverse risks arising from information asymmetry.It thus puts forward personnel evaluation system and encouraging system of scientific research in higher education in order to evade the risks concerned. |
