| 摘 要： | 从客观结构系统、主观结构系统与价值结构系统三方面作出基本公共服务均等化的制度假设能为政府寻求与市场、社会的合作路径以及推进与实现基本公共服务的均等化提供理论基础.在基本公共服务均等化的目标追求中,社会公正与制度和谐是优先考虑的问题.制度和谐是社会公正的前提条件,社会公正意味着不仅要确立形式平等,更主要的是实现实质平等.基本公共服务均等化的实质在于发挥政府保障全体社会成员的基本权利的职能,它要求通过深化改革提高政府的制度化程度,落实政府责任,完善政府服务精神,根据合作社会的要求构建一个合作的社会治理体系.它是罗尔斯作为公平的正义观在中国当前推进社会建设方面的直接运用和实施.
