| 摘 要： | “城中村”是我国城市化进程中实行农村集体所有制和农村管理体制的特殊社区 ,人口构成具有多元化特征 ,经济活动以二、三产业为主 ,土地利用具过渡性、多样性、动态性 ,因此存在着公共设施缺乏 ,社会治安差、土地利用粗放、土地资产流失严重、就业问题严峻等问题 ,做好“城中村”改造的村民宣传动员工作 ,制定科学改造规划 ,依法将“城中村”土地征为国有、转换管理体制 ,妥善处置集体资产、建立健全社会保障制度等是解决这些问题的基本措施。

| Abstract: | The villages within cities are the special phenomena during the urbanization of China.They have some unique characteristics.Some problems existed in themselves impact their sustainable development and make them not to adapt to the demand of the development of modern cities. So,it is necessary to renovate them.Therefore, the paper puts forward some measures to do it.$$ |
