| 摘 要： | 随着经济增长方式的转变,对人力资源的需求必然从偏重于数量扩张转变为强调质量提高.柳州市人力资源数量充足但总体质量不高的现状难以满足经济与社会发展的需求.因此,在全面建设小康社会目标中,柳州市必须树立“人力资源是第一资源“的观念,加大对人力资源开发力度.

| Abstract: | The requirement of human resources must lay particular stress on emphasizing increase of quality from increase of quantity, along with the alter of economic growth mode. Liuzhou's Human resources is abundant in quantity, but low in quality. This actuality is hard to satisfy the requirement for the development of economic and society. Therefore, the concept that human resources is the first resource must be built up in Liuzhou, and emphasize the human resources development more for the goal of constructing a comfortably-off society. |
