| 摘 要： | 电子期刊是信息数字化、电子化、网络化的产物，作为信息资源贮存和交流的新型载体形式，其论文标引规范控制是实现其数据库海量信息流有效控制的需要；是实现网络信息资源共享的需要；是促进国际间信息交流的需要。其现状不尽人意，主要原因在于，它所依据的法规条文有待完善；标引者情报工作素质偏低，难以胜任标引工作，标引者对标引规范控制目的、意义认识不够，不严格执行规范控制标准。
