| Abstract: | In the international practice of the process of bidding,the intermediary of the bidding and bidding agencies played a role can not be ignored.The public in general are not strangers to the bidding system,but the bidding agent and bidding agent system are poorly understood.For proxy bidding or the owners to tender,which is better? What are the legislative intent of the system design and basic mind? Does the bidding agency play its proper role? This article carries out targeted analysis from the angle of foreign loan project practice in the universities. |
