困境与出路:山西高校人才队伍建设的现状与发展路径

摘    要:山西省高校面临着人才总量不足、结构失衡、人才的社会贡献率低及人才流失严重等问题。当前,要从巩固党的执政地位、加强党的执政资源建设的高度,深刻认识高校人才工作的重要性和紧迫性;要引入大学治理理念,不断提升学术民主和学术尊严,建立有利于尊重和保护创新思想与创造活动的学术评价制度,营造高校人才队伍建设的制度环境;要遵循开放、流动、竞争、有序的原则,按照人才培养规律和学术研究发展的内在规律,培养和建设一支高素质的高校人才队伍;同时,要引入职业生涯规划制度,重视人才的开发与增值。

Abstract:The tertiary institutions of Shanxi province are faced with such problems as the talent shortage and imbalance of structure,the low rate of talented people's contributions to the society,and the serious talent flight.Currently,we should be aware of the importance and urgency of talent work in the tertiary institutions from the perspective of consolidating the Communist Party's ruling status and strengthening its governing resource construction.We should introduce the idea of governing university,raise steadily the academic democracy and dignity,establish the academic evaluation system helpful to the respect and protection of creative ideas and activities,build the institutional environment for talent work;we should observe the principles of openness,mobility and order;we should train and establish a high-quality talent group based on the law of training talent and the internal law of academic research development.And at the same time,we should also bring in the vocational career planning system and pay attention to the development and appreciation of talent.
