| 摘 要： | 从清末1902年颁布的《钦定学堂章程》(壬寅学制)、1904年颁布的《奏定学堂章程》(癸卯学制)开始,中国开始了现代职业教育法制化的进程。1912～1913年,民国北京政府时期公布了《学校系统令》及各学校令和规程,又称壬子—癸丑学制,其中包括《实业学校令》和《实业学校规程》。1922年,壬戌学制由民国北京政府颁布,以综合的形式规定了职业教育学制。1928年,南京国民政府公布戊辰学制,基本上延续了壬戌学制中关于职业教育的规定。1932年2月17日,国民政府颁布《职业学校法》,1933年,南京国民政府教育部公布《职业学校规程》和《职业补习学校规程》。至1949年新中国成立,南京国民党政府颁布了比较完善的职业教育法规和措施,基本上形成了旧时中国职业教育的法律和法规体系。
