| 摘 要： | 我国较发达地区农地抛荒现象比较严重,需要经营权流转加以解决。但是,现行的经营权流转由于种种原因存在着诸多问题,需要进一步改进。着眼解决承包经营权流转的诸多问题,在不改变现行农地基本经营制度的前提下,从市场框架、农村金融和社会体制等方面提出几点改进措施,以期实现较发达地区农地经营制度的帕累托最优。
