| 摘 要： | 中国共产党人历来重视党的执政能力建设,新时期中国共产党的执政能力建设显得尤其重要,具有迫切性和现实性。党的十六届四中全会上做出了《中共中央关于加强党的执政能力建设的决定》指出要科学执政、民主执政、依法执政。执政为民,是中国共产党的第一要务。

| Abstract: | The Chinese communists have constantly been attached importance to the Party's governing capacity construction,and in the new period,construction of the ability in power appears especially important with urgency and reality.The 4th Plenary Session of the 16th Central Committee of the CPC issued Decision of the Central Committee of the CPC to strengthen the Party's Governing Capacity Construction,which points out that the main task for the CPC,being in power for people,is to govern scientifically,democratically and legally. |
