摘    要:基于资源水利的理念,以雨洪水资源为研究对象,针对其动态性分别引入理论潜力、可实现潜力、现实潜力及待开发潜力的概念及算法。以天津北三河水系为典型区域,分别计算了各流域和整个水系的各个频率年的自产水量、理论潜力、可实现潜力,给出了各频率来水情况下雨洪水资源潜力的年内分配过程,并以待开发潜力为主要关注对象,对其进行频率分析,计算得到50%、20%、10%、5%各频率年下的待开发潜力值依次为4.42×108m3、12.96×108m3、20.02×108m3、27.35×108m3,为以后的雨洪水资源利用模式的制定提供了依据。

Abstract:This paper introduces the concept and calculation of theoretical, available, realized and exploitable potential of dynamic rain and flood water resources. Taking the Beisan River system as the study area, we first calculate the total runoff, inflows and outflows. Then we calculate runoff, and theoretical and available potentials of different flood frequencies for each river basin and the whole river system, as well as monthly runoff distributions of potential water resources. The results show that the water resource conditions for each river basin can support floodwater utilization. The potential increases in this order: Chaobai, Jiyun, Beiyun, and Beijing drainage river basins. There are 6.61×108 m3, 11.85×108 m3, 15.30×108 m3, and 18.54×108 m3 of available potential when p=50%, 20%, 10%, and 5% for the Chaobai river basin. The water resources for the Beisan river system are 4.42×108 m3, 12.96×108 m3, 20.02×108 m3, and 27.35×108 m3 of potential when p=50%, 20%, 10%, and 5%, in terms of unexploited potential of the Beisan river network. These can be used to establish utilization of floodwater resources. The proportion of water resources in the flood season is clearly large, and there are still resources after the flood season in some years because of water conservation in the upper reaches, such as reservoirs, brakes, and dams. Thus, it is necessary to consider the rainfall and flood forecasts after the flood season in order to adjust floodwater utilization. It is important to discuss how to effective utilize resources, develop a risk-benefit analysis, and confirm reduction measures, since the amount of flood resources is potentially large but with high uncertainty, and both risk and difficulty of exploitation are higher than for routine water resources. It is key to analyze how to actively store floodwater in the river network utilizing flood retention, river channels and brakes, and to carry out compensation regulation among the Beiyun, Chaobai, and Jiyun river basins to extend the flood retention time in order to satisfy the requirements of the Beisan area and reduce water resource pressures in Tianjin.
