| 摘 要： | 要从实施科教兴县的战略高度，从大力培养高素质的劳动和专门人才以适应21世纪现代化事业需要的高度，来理解加快发展县级高等教育的重要性和迫切性，县级电大的特性和办学成效证明，发展县级高等教育应依托电大基地，发挥社区优势，突出高职特点，同时，还要加强领导，明确思路，调动一切积极因素。

| Abstract: | We must understand the significance and urgency of speeding up the development of higher education at county level in the strategic senses of invigorating our county by applying science and promoting education, and training labors and professional people with high quality for adaptation to the modernization of 21st century. The characteristics and achievements of RTVU at county level indicate that we should base the development of higher education on RTVU, take advantage of communities and lay stress on vocational education. At the same time,we should strengthen leading, clarify train of thought and bring every positive factor into play. |
