| 摘 要： | 文章从英国开放大学产生的政治文化环境出发,分析其战略使命产生的历史背景,并对使命提出的核心"四开放"理念进行了介绍,随后从人才培养、学术研究、教学创新、合作关系等方面对英国开放大学战略使命下的特色发展平台进行了阐述,最后就我国开放大学的定位、服务面向、办学特色等内容提出了建议.

| Abstract: | This paper first analyzes the historical background from its strategic mission and proposes "four opening"idea from the political and cultural environment of OU. Subsequently,the characteristic development of platform from the strategic mission of OU is expounded in terms of talents cultivation,academic research,teaching innovation and cooperative relationship. Ultimately,suggestions for the construction of Open University in China have been proposed from perspective of positioning,service-oriented,and characteris-tics. |
