| 摘 要： | 目前我国实行的统账结合的养老保险制度中,个人账户空账现象严重,而转制成本是产生空账问题的根源。政府应发挥积极的主导作用。通过发展经济,增加社会保障财政支出,变现部分国有资产等措施来完成个人账户空账向实账转变。

| Abstract: | In the present interconnected old-age endowment insurance system that combines social overall funds with personal account, the empty account phenomenon of the personal account is serious.The transformation cost is the original cause of the empty account, the paper says, and the government should play the positive leading role in the course of solving the problem. The paper suggests developing economy, increasing social security expenditure, selling some state-run assets etc. to realize the transformation from personal empty account to real and substantive account. |
