| 摘 要： | 内蒙古牧区雪灾具有灾情重、救济难度大的特点,致灾直接原因是“冻”与“饿”。根据内蒙古雪灾的特点和致灾的原因。内蒙古抗御牧区雪灾的思路应该是以防灾为主,以救灾为辅,建立雪灾抗御系统。沿着这个思路。内蒙古抗御牧区雪灾应该采取以下措施：减少牧业人口、增加科技投入、建立完善的保障体制、加大传媒的宣传力度、转变牧业生产方式。

| Abstract: | The characteristics of snow calamity in Inner Mongolian pastoral areas are as follows: the losses caused by snow calamity are serious and the degrees of difficulty to provide disaster relief are extremely difficult. The direct reason for causing disasters is "to freeze to death" or "to starve to death". According to the characteristics of Inner Mingolian snow calamity and the reason for causing disasters, the train of thought to counteract snow calamity in Inner Mongolian pastoral areas should be to rely mainly on defending snow calamity while making providing disaster relierf subsidiary and set up the system to counteract snow calamity. Along this thinking course, the following measures should be taken to counteract snow calamity in Inner Monglian pastoral areas: decrease the population in pastoral areas; increase the investment of science and technology; set up a complete security system; add to the media's propaganda and change the livestock farming ways. |
