| 摘 要： | 城乡生产要素流动是统筹城乡发展的基础,而土地是最基本的要素之一。随着统筹城乡发展的积极的推进,农村土地流转呈现加快发展态势,由此带来了一系列问题,尤其是农户权益保障问题日益突出。立足我国农村土地流转的现状,在合理合法的制度框架内,构建有序的土地流转制度对我国社会主义新农村的建设具有极其重要的意义。
