| 摘 要： | 构建普惠性学前教育公共服务体系,应落实政府学前教育财政投入责任。鉴于学前教育财政投入政策符合政策法律化的条件,本研究建议《学前教育法》采用专章立法形式,规定学前教育财政事权与支出责任、经费预算、经费标准、财政补助及财政引导等条款。通过政策法律化确保学前教育财政投入制度的长期性、全局性及强制性,解决民众对优质低价学前教育的需求。

| Abstract: | To construct a public service system of inclusive preschool education,we should implement the government’s financial responsibility for preschool education. In view of the fact that the financial investment policy of preschool education accords with the conditions of policy legalization,it is suggested that Preschool Education Law should adopt the form of special chapter legislation to provide legal provisions,such as financial power and expenditure responsibility,financial budget,funds standard,financial subsidy and financial guidance in order to ensure the long-term,overall and mandatory financial investment system of preschool education and solve the public demand for high-quality and low-cost preschool education through policy legalization. |
