| 摘 要： | 公平、效率和稳定是实行和实现行政正义的三维标准，妥善处理好公平、效率和稳定三者之间的相互关系是一切政府工作的出发点和落脚点。通过比较公平与效率、公平与稳定、效率与稳定的关系，我们认为政府管理的要点和最大困难就在于如何平衡和削弱公平（包括不同公平之间）、效率和稳定诸方面之间的冲突，并进而促进诸方面之间的和谐共存、一体共进。

| Abstract: | Fairness, efficiency and stability are the three-dimensional criteria for carrying out and realizing administrative justice and the dealing of the relationship among the three is the basis for government administration. Through the comparison between fairness and efficiency, fairness and stability as well as efficiency and stability, we draw the conclusion that the focus and difficulty of government administration lies in how to balance and weaken the conflicts among fairness, efficiency and stability so as to further improve their harmonious existence and mutual development. |
