| 摘 要： | 城市农民工是中国社会转型时期出现的一个数量庞大且特殊的新兴阶层,选举权是我国公民一项最基本、最重要的政治权利,直接关系到农民工的切身利益和社会和谐稳定。城市农民工无论是回乡参选还是就地参选都存在着诸多问题,使得他们的选举权处于被虚置的状态。城市农民工选举权缺失的原因有:户籍制度的制约、选举程序设计的缺陷以及选举成本与收益之间的失衡。在不突破现有户籍制度框架下,探寻保障城市农民工选举权的对策,将对整个社会有着重要的意义。
