| 摘 要： | 当代中国对西部地区的开发潮落潮起；第一次是“一五”时期以156个建设项目为核心组成的对西部地区的开发，第二次是以备战为目的的“三线”建设对西部的开发，20世纪末又启动了对西部的第三次大规模开发。三次开发虽面对着相同或相似的国情和缩小东西部地区发展差距的任务，但在时代背景、目标要求、战略选择、经济增长方式、开发模式及可持续发展诸方面，均有着很大的不同。将上述方面作一比较，以加深对实施西部大开发战略的认识。

| Abstract: | West China has experienced three exploitations. Although there are some similar conditions these three exploitations have great differences. From such aspects as: background; developmental aim; strategic selection; economic growth model; developmental pattern and sustainable development, this thesis tries to compare these three exploitations so as to have a deep realization and understanding on the exploitation of West China. |
