| 摘 要： | 民族地区的行政效能管理受到自然禀赋、历史文化传统、经济发展水平等因素的制约,体现出不同于一般地区的行政管理特征.民族地区要实现行政效能改善,就要从政府理念、行政体制、科技水平、历史传统、民族宗教诸方面入手,进行系统性、根本性的改革和完善.

| Abstract: | The administrative function of national region is restricted by several system factors,such as natural resource,history culture traditions,developing level of economy,all these reflect different administration characters from general region`s.It is necessary to improve the administrative function of national region that fundamental and systematic reformations should be carry out in government belief,administrative system science technique level,history tradition and national religion. |
